Issuance of Fire System Installation Completion Certificate
The Installation Completion Certificate is the most important legal and technical document upon completing the installation of fire alarm and firefighting systems in facilities within the Kingdom of Saudi Arabia. This certificate is issued by the contracting company to confirm compliance with approved plans, Civil Defense requirements, and the Saudi Fire Code (SBC 801).

Officially Approved Format for the Certificate
To ensure the certificate is accepted by the relevant authorities, it must be clearly worded to define legal responsibility, as follows:
Certificate Wording:
"The Company, in its capacity as the executing contractor, certifies that it has completed the installation and implementation of the fire alarm and firefighting systems for the project: [Project Name], located at: [Detailed Project Address], owned by: [Owner Name], in accordance with the plans approved by the Civil Defense and the Saudi Fire Code. We acknowledge our full responsibility before the relevant authorities for any defect or shortfall in the execution."

Project Handover and Final Approval Steps
After the field work is completed by the company, the official approval phase begins to obtain the Civil Defense license, according to the following steps:
Installation Completion Certificate: Receive the original certificate from the executing contractor.
Conformity Report: Obtain a technical report from the supervising engineering consultant office confirming that the execution conforms to specifications.
Technical File Preparation: Prepare a complete document package containing all project documents and submit it to the consulting office.
Authentication: The consulting office coordinates with the Civil Defense to authenticate the certificates (installation and conformity) and close the project file programmatically.
Final Delivery: The project owner receives an officially authenticated copy enabling them to complete operational procedures.
Requirements for Electronic Renewal of Civil Defense License
When submitting a request via the "Salamah" portal or delivering the file to the Civil Defense, the file must include the following documents in an organized manner:
Installation Completion Certificate
Approved Safety Plan (Technical)
Building Completion Certificate and Title Deed or Lease Contract
Owner's Information (National ID) and Site Sketch
Contractor Documents (Security License Unit License, Commercial Register, Contractor Classification Certificate)
Responsible Engineer Information (ID and Saudi Council of Engineers Membership)
Conformity Certificate with the Supervising Engineering Office License

The consulting office's report represents the link between field execution and official approval. Its importance lies in:
